Mr. Rincón is a Board member of PDV Holding, Inc. and CITGO Petroleum Corporation. He also serves as CITGO Petroleum Corporation Executive Vice President and Chief Operations Officer. Before joining CITGO, he was Nabors' Senior Vice President of Operations for the Western Hemisphere. He previously worked as Nabors' Senior Vice President of Operations for the U.S. and as its Chief Procurement Officer and Vice President of Supply Chain. Before joining Nabors, Mr. Rincón served in multiple leadership roles at Pacific Drilling, including Vice President of Procurement and Supply Chain, Vice President Commercial, Vice President Operations Support, and Senior Vice President of Corporate Services. He began his career at McKinsey & Company, where he held various positions in Houston and Caracas, including working with the Petroleum Practice in Houston and serving as a member of the Energy and Materials leadership group for the Andean Community region. Mr. Rincón holds a bachelor's degree in Mechanical Engineering from the Universidad Simón Bolívar and a Master of Business Administration, with distinction, from the Stephen M. Ross School of Business at the University of Michigan.
Mr. Tortolero is the Chief Restructuring Officer and Managing Director of CITGO Aruba Holding. He also serves as an External Executive Senior Advisor for Castlelake L.P., a Minnesota-based company, where he advises on investments. Previously, Mr. Tortolero was an executive consultant for Latin America. In that capacity, he provided strategic support to clients including in restructuring and business development. From 2005 to 2012, he held leadership positions with AEI Services including Vice President of Operations, Venezuela Country Manager, CEO of Vengas, S.A. and Calife, and Managing Director of Accroven. Mr. Tortolero has held positions at Coastal Power and Deloitte. He has served on the boards of multiple companies in the energy industry. He holds a Bachelor of Business Administration from Universidad Central de Venezuela.
Mr. Padilla is a Financial and Logistics Control Analyst at INABLO LLC. Based in Miami, INABLO is a full-service import and export company focusing on the food industry in Latin America. He previously held finance-related positions within a number of Venezuelan companies such as Brightpoint de Venezuela, Ford Motor de Venezuela S.A and Inversiones Pavil C.A. Mr. Padilla received a master's degree in business administration (MBA) and a bachelor's degree in business administration (BBA) from Florida International University.
Mr. Vera is an attorney specializing in energy development and financial and corporate matters, including restructuring, implementing infrastructure projects, and investing in hydrocarbons projects. Previously, he was a member and corporate secretary of the boards of a number of oil and gas companies across Latin America. He served as counsel for Gámez & Vera Abogados. Until 2005, Mr. Vera was an attorney affiliate of The AES Corporation: C.A La Electricidad de Caracas. He previously worked in The Third Party Business Unit of the Exploration and Production Division of Petróleos de Venezuela,S.A. (PDVSA) until January of 2003. Mr. Vera graduated from Universidad Católica Andrés Bello and holds a Master of Law (LL.M) from The Washington College of Law, The American University, and a Master of Business Administration from IE Business School, Madrid, Spain.
